Andrey Semashev 9c887a1331 Remove dependencies on Boost.StaticAssert. 
Boost.StaticAssert has been merged into Boost.Config, so remove
the dependency.

Troy D. Straszheim d804f1250e rm cmake from the release branch before it goes out broken. Policy dictates that you never commit to release, you commit to trunk and merge to release.
